The slow implementation of the Chemical Facility Anti-Terrorism Standards (CFATS) in as part of homeland security and antiterrorism measures is leaving chemical plants vulnerable and putting at risk the safety of American citizens, according to research published in the International Journal of Critical Infrastructures.
