An effective
counterintelligence service is indispensable in order for the Polish state to
realize subjective policy. Given the strategic challenges, as well as the
complex history, geopolitical position, and the role of the Republic of Poland
as a buffer state, Polish counterintelligence services face urgent and
difficult threat spectrum, both in the civilian as well as in the military
sector. Analysis of the history and theory of Polish counterintelligence
reveals an insufficient deployment of passive measures to frustrate operations
conducted by foreign intelligence services, especially Russian efforts.
A comprehensive
counterintelligence strategy should entail assuming an offensive approach to
discharging counterintelligence duties and implementing proper coordination
across the entire state security apparatus. Offensive counterintelligence means
enforcing an offensive (active) disposition at every level of the service as
well as employing a broad spectrum of offensive measures in order to achieve
purely defensive objectives.
