Terror threat
As the United States abandons large
commitments of ground troops in favor of arming and assisting allied forces,
fighters such as Kurdish peshmerga in Iraq and rebels in Syria have
increasingly made use of American-made weaponry — mostly small arms. Absent
from their shipments, however, have been the shoulder-fired surface-to-air
missiles, known as MANPADS, that Syrian rebels, at least, have long requested.
