Police stand watch as demonstrators protest the shooting death of teenager Michael Brown on Aug. 13, 2014, in Ferguson, Mo.. Eric Garner was accused of selling untaxed cigarettes in Staten Island when a police officer put him in the illegal choke hold that killed him. Michael Brown and a friend were walking in the middle of street in a St. Louis suburb, drawing the attention of a local cop who ended up shooting and killing the unarmed Brown. An “investigative stop” by police resulted in the death of Ezell Ford, a Los Angeles man, who witnesses say was shot three times while he was already compliantly lying on the ground.
Taken together, the instances of unarmed, black men getting shot and killed under debatable circumstances have put new scrutiny on a police tactic known as “broken windows,” in which law enforcement officers focus on rooting out minor disorder as a way to prevent more serious crime. Critics say the tactic unfairly targets minority and poor communities and fosters a culture of police brutality.
