Defense-procurement reform critical, McCain says
A key provision of McCain’s reform plan is to give the chiefs of each service branch larger roles in their own acquisition programs, with the Pentagon relegated to more of an advisory role.
The proposal also would financially penalize the services for program cost overruns, which McCain says is a key move to reform the process.
“We have, too often, weapon systems that are over time or over cost and the taxpayers are not well-rewarded,” McCain said.
