Strategy to Fight the Spread of Militant Radical Islam

The challenge that modern civilization is facing is no longer terrorism but a global islamist insurgency. It is important to adjust the definition of the problem since the prescribed solution would accurately match the nature of the problem. Terrorism is an activity that could be a tactic to address a specific political problem. Insurgency is asymmetric warfare that could use terrorism as one of its tactics. Insurgency usually better financed and better organized than a terrorist group. So before analyzing how to address what is happening in the ME and in Europe, I recommend to change the definition of the problem.
