CHINA: THE ADVERSARY HAS ARRIVED
“Admiral, is China an adversary?” On July 30, Sen. Tom Cotton (R–AR) asked that question to Adm. John Richardson, who is President Barack Obama’s nominee to be the next chief of naval operations. Heretofore, the most common answer in official Washington to that question has been to describe China as a competitor, not an adversary.
