And maybe we also need better ways to keep track of them, whether or not they are tapping on their laptop or smartphone.

Yes, dangerous sub-populations require steady surveillance—there’s no way around that. And if that offends the civil libertarians, well, they should have thought of that before they opened the border and let the killer wannabes pass through.
