U.S. Defense Secretary Ashton Carter and intelligence chief James Clapper are asking lawmakers to clarify restrictions on using Russian-made rocket engines to power American military space missions.
A provision in this year’s defense authorization bill that they say limits the military to using the five RD-180 engines already paid for “presents significant challenges” in guaranteeing access to space for defense and intelligence missions, Carter and Clapper, the director of national intelligence, wrote in a letter this week to members of the defense and intelligence committees.
